Topic: Consultancy services – a registered company/ firm/organizations to undertake Child Marriage Practice and Programme Mapping in Ethiopia-(5 months)

1.       Background:  In June 2011, members of the ‘Elders’ group held a consultation in Addis Ababa, Ethiopia involving 70 women and men from more than 55 grassroots and global organizations working to end child marriage from around the world. This initiative inspired organizations engaged in eliminating the practice of child marriage to form the National Alliance to End Child Marriage in Ethiopia (NAECME) with a vision of eliminating the practice from the country by 2023. This initiative came at a critical time of transformation whereby a set of strategies focusing on girls empowerment, community mobilization, enhanced schooling, economic incentives and policy changes with the view to improving knowledge, attitudes, and behavior related to child marriage elimination have been given much more attention by the Ethiopian government.. 

3. Specific Objectives.

  1. Provide a country and regional snap shot on the prevalence of child marriage and the number of girls at risk of child marriage.
  2. Identify hotspot woredas from the regions with the highest prevalence of child marriage.
  3. Discuss the associated risk and protective factors of child marriage 
  4. Assess who is taking what key action to prevent child marriage or manage its consequences and thus identify good and scalable practices
  5. Map existing systems, platforms, community outreach mechanisms, community groups, local campaigns, and other positive forces for change at local, regional and national level

4. Qualification of Firm and Experience Required:

The assignment is open only for a consultancy firm (with current legal documentation) that qualifies based on the following criteria:

  • Previous experience in carrying out similar assignments on child marriage and other harmful practices affecting the lives of   adolescent girls in
  • Engage appropriate mix of professionals from expertise and experience point of view. Ready to engage individuals for the assignment with professional background on gender, sexual and reproductive health, social work/sociology, demography and, legal background and statistics
  • Have institutional capacity to deliver the assignment within the specified period of time as indicated in this terms of reference
  • Knowledge of the Ethiopian socio-cultural and religious context is an advantage.
