REQUEST FOR PROPOSAL- (RFP-2014 - 9110942)

Topic: Consultancy services – a registered company/ firm/organizations to undertake Programmatic and Financial Assessment of the on-going four partnerships under the Dutch/ CIDA supported program.

2. Background:  Food insecurity and malnutrition in Ethiopia are exacerbated by inadequate access to water supply (for both domestic and local productive use), inadequate access to sanitation, and poor hygiene practices. The project intervention includes community and institutional water supply  not only for drinking and hygiene, but also for local productive use such as horticulture (in other words, providing a multiple use service or MUS, piloting in school gardens and to the surrounding communities through time), that can have a major impact on the availability of food. 

3. Specific Objectives.

  • To validate what results were achieved and how and why they were or were not achieved.
  • To review partnership arrangements between all five partners (including UNICEF)
  • To compare planned with actual outcome achievement focusing on questions of relevance, effectiveness, efficiency and sustainability
  • To provide analytic review of the results achieved in terms of alignment with agreed objectives
  • To evaluate the financial management/ utilization aspects of the partnerships in terms of the appropriateness of the used cash transfer modalities, and the financial resources received by partners, how these were managed and utilized and how can this be further improved
  • To evaluate effectiveness of overall partnership in terms of value-added towards reaching agreed objectives
  • To identify lessons learned from the PCAs based on constraints faced during the implementation process
  • To generate recommendations on future direction of strategic partnership with each of the four NGOs identifying activities which should be continued with the revised timeframe

4. Qualification of Firm and Experience Required:

  • Have the capacity to put together a professional team able to carry out the assessment  and have previous experience in Ethiopia or in other Sub Saharan and/or developing countries
  • The team leader should  possess experience (12 years minimum) in coordinating and participation in similar assessments – particularly in the areas of water supply and community sanitation with excellent English writing skills and capable of communicating in Amharic
  • Capacity Building Specialist should have a minimum of 10 years of experience in the field of knowledge management and M&E for water supply, sanitation and hygiene related projects
  • Finance Specialist should have a minimum of 10 years of experience preferably with WASH related projects
