INTRODUCTION AND BACKGROUND

DESCRIPTION OF REQUIREMENTS 

Safaricom Telecommunications Ethiopia PLC (STE) is seeking to lease office space to serve as its headquarters. We invite qualified property owners and developers to submit Expressions of Interest (EOI) for suitable premises that can meet our operational and corporate requirements.

The successful party shall provide premises that meet STE’s standards, including adequate facilities, accessibility, and compliance with applicable regulations.

The Minimum requirement of the lease space:

Basic Requirements:

  • 8,000 – 10,000 m² total office space
  • Standalone or dedicated commercial building preferred
  • Prime, secure, and easily accessible location

Mandatory Features

  • Complete partitioning as per tenant-approved layout
  • Reliable grid power with standby generator backup
  • Structured cabling readiness
  • Access control and CCTV systems
  • Fire safety systems and compliant emergency exits
  • HVAC is suitable for high-occupancy corporate use
  • Adequate parking, including visitor allocation
  • Storage and service support areas
  • Competitive commercial terms 
  • Strong branding and building visibility opportunity
  • A building with reliable underground water supply is an added advantage

Landlords must demonstrate the ability to hand over premises in accordance with corporate operational and technical standards. 

EOI REQUIREMENTS

Interested parties should submit the following documents:

  • Company documents (Business License, Registration, TIN certification, Memorandum of Association, Building lease permit).
  • Property details and technical specifications
  • Parking capacity information
  • Rental terms and availability timeline.
  • Commercial (Financial) proposal in a separate sealed envelope

SUBMISSION RESPONSES

Responses must be submitted in hard copy using two separate sealed envelopes.

Envelope 1 – Technical Proposal

Label the envelope: “Technical Proposal – EOI Office Space for Safaricom Ethiopia HQ”

This envelope must include: Business License, Registration, TIN certification, Building lease permit, Property technical specifications, Parking capacity information, Rental terms, Availability timeline and any other relevant supporting information

Envelope 2 – Commercial Proposal

Label the envelope: “Commercial Proposal – EOI Office Space for Safaricom Ethiopia HQ”

This envelope must include: Pricing information, Proposed payment terms, Proposed lease period

Note: The Technical Proposal may also be submitted electronically to the following email address: Bids@safaricom.et  

The Commercial (Financial) Proposal must be submitted in hard copy only as part of the sealed envelope submission. Any commercial proposal submitted via email or through any other means will be disqualified.

NEXT STEPS

Once the responses are received the further process will follow the steps below:

  • Review of submitted documents
  • Physical assessment of proposed locations for shortlisting
  • Detailed technical evaluation of shortlisted buildings by cross-functional teams
  • Commercial (financial) negotiations with technically qualified buildings
  • Notification of selected building(s) for contracting
  • The receipt of response shall not bind STE to any contractual agreements with the prospective landlord. Such arrangements shall only come in place once an award has been issued to a successful bidder after a tender process and contractual agreement is mutually negotiated and executed between the authorized officers of the parties.

IMPORTANT NOTES

  • Only suppliers meeting the minimum requirements will be considered.
  • Pricing information must only be included in the Commercial Proposal envelope. Any submission that does not comply with this requirement will be disqualified.
  • All costs associated with preparation and submission of responses shall be borne by the respondent.
  • STE reserves the right, at its sole discretion, to accept or reject any or all submissions, in whole or in part. Decisions made will be final, with no further correspondence beyond notification of outcomes.
  • This EOI is issued for the sole purpose of engaging directly with prospective landlords. Accordingly, STE will engage only with prospective landlords themselves or their duly authorized representatives and will not entertain or correspond with commission agents or intermediaries.
