MESMER PROGRAM
MESMER is a 5-year programme launched in October 2022 to support 72,200 MSMEs and 410,800 jobs by creating access to finance for micro, small, and medium enterprises (MSMEs) to realize their growth prospects and resilience. MESMER works to provide support to MSMEs through business development support, psychosocial services, and technical assistance to financial institutions. MESMER is a countrywide programme implemented by Mastercard Foundation in partnership with FC Africa as part of the Foundation’s Young Africa Works strategy and aiming to create dignified and fulfilling work for the youth, the majority of them women. The Programme has the following four-pillar/components driving to meet its objectives: a) Grants and soft loans to MSMEs through a risk-sharing liquidity fund arrangement, b) Technical assistance to financial institutions, c) Business development services and life skills, and d) Psychosocial support. The FDRE Ministry of Labour and Skills is the main government counterpart for the program. Other partners include financial institutions (microfinance institutions, banks, and digital financial service providers), BDS, and psychosocial support providers.
BACKGROUND OF THE ASSIGNMENT
Improving the financial capability of MSMEs remains central to expanding inclusive finance and strengthening the effective use of financial services. The National Financial Education Module, developed by the National Bank of Ethiopia in collaboration with Mastercard Foundation and FC Africa, provides a standardized and nationally endorsed framework to guide financial education delivery across the country. However, its outreach and practical application are constrained by language barriers and the limited availability of certified trainers at regional and local levels who are able to deliver the content in a consistent and contextually appropriate manner. In order to ensure that financial education reaches MSMEs and youths in a format that is accessible, practical, and aligned with local realities, there is a need to translate the core training material into major regional languages and to produce simplified information, education, and communication material that can be used for awareness creation and training purposes. In parallel, a structured Training of Trainers (ToT) program is required to build the capacity of involved stakeholders' ability to deliver the National Financial Education Module using standardized methodologies. This assignment is therefore intended to support the translation of the National Financial Education Module and the Trainers’ Manual into Afaan Oromo and Sidama, the development and printing of multilingual promotional materials, and the delivery of Training of Trainers in selected regions and cities.
Specific Objective
- Translation of the National Financial Education Module into the Afaan Oromo and Sidama languages while maintaining the technical accuracy, clarity, and integrity of the original document.
- Translation of the National Financial Education Module Trainers’ Manual into Amharic, Afaan Oromo, and Sidama languages while maintaining the technical accuracy, clarity, and integrity of the original document.
- Producing practical and visually accessible promotion materials such as brochures and leaflets in English, Amharic, Afaan Oromo, and Sidama languages.
- Delivering a structured and tailored Training of Trainers (ToT) program in selected 3 regions (Amhara, Oromia, and Sidama) and in three to five cities (Such as Bahir Dar, Hawassa, and Adama). Leading to the training and certification of 125-150 participants (25-30 participants per session) from relevant stakeholder institutions.
