Bid Announcement for the supply, transport and installation of Solar PV Components

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH would like to invite all interested and eligible local suppliers to submit technical specifications and financial offers for the supply of solar PV components, transportation of all installation materials, and installation and commissioning of the solar PV systems for 25 social institutions in Gambella as per the attached specifications.

1. Electronic Submission:

Eligible local suppliers interested in the GIZ Office proposal are invited to submit your technical proposals, financial offers and warranties separately with zipped folder via email to ET_Goods_Quotation@giz.de  mentioning the reference number (91193001) on the subject line of the email. The technical offer must not include any price information, and both the technical and financial offers should be submitted as PDF documents separately.

2. Physical Submission:

Submit physically the technical proposals and financial offers separately in a sealed envelope. The envelope must be clearly labelled with the reference number 91193001 and delivered to the GIZ Office located behind Intercontinental Hotel, Kazanchis, Addis Ababa, based on the specification, price sheet, self-declaration and general purchase conditions described at 2merkato site.

3. Special conditions and instructions:

• The price offer must be submitted in EURO and must be specified according to the price sheet.
• The Order will also be awarded in EURO. However, payment will be made in Ethiopian Birr (ETB) in accordance with the applicable daily exchange rate on the day of payment.
• Suppliers must attach a valid TIN, VAT, and a current renewed business license/legal document for the current fiscal year.
• Supplier must have a legal invoice.
• Suppliers must clearly indicate whether the price offered is before or after 15% VAT.
• The price offer must be prepared using the price sheet template provided in the tender document.
• The offer might be rejected or disqualified:

a) If technical proposals and financial offers are not submitted separately,

b) If the reference number is not indicated on the envelope or on the subject line.

c) If legal documents/licenses are submitted as technical specifications.

d) If the offer presented is incomplete, which signifies that it fails to encompass all the items that are included within a single lot.

• If the supplier fails to deliver within the timeline, GIZ reserves the right to cancel or terminate the order.
• Suppliers should present a document of Certificate of Origin (If the items are imported from abroad) for the Items to be purchased. In the absence of such a document the supplier must fill in the attached self-declaration checklist.
• Please consider general purchase conditions attached for your offer preparation.
• The offer should be submitted in the language of the tender documents.
• Delivery place is 25 social institutions in Gambella. Items supplied by the GIZ Project office for the purpose of installation of the solar PV system should be transported by the supplier.
• The valid date of your offer should be 60 days.
• Payment shall be made after delivery.
