TERMS OF REFERENCE

TO CONDUCT ENDLINE INTERMEDIATE (IR) RESULTS ASSESSMENTS

1. BACKGROUND

CARE Ethiopia is a humanitarian non-governmental organization committed to working with poor women men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls.

The Feed Future Ethiopia - Livelihoods for Resilience Activity (hereafter Livelihoods for Resilience or L4R) is a 6.5-year USAID project running from December 5, 2016, through July 31, 2023 (following a cost extension received in July 2022). Building from a preceding project-Graduation with Resilience to achieve Sustainable Development (GRAD)-the Livelihoods for Resilience Activity supports Productive Safety Net Program (PSNP) households to build resilient livelihoods with improved food and nutrition security, even in the face of shocks and stresses. The project works in support of the livelihood component of the Government of Ethiopia's PSNP and targets PSNP households in what are now 37 woredas of Amhara, SNNP, Sidama, and Tigray regions, with the aim of enabling 97,900 households to graduate with resilience from the PSNP. During the cost extension period, the Livelihoods for Resilience Activity expanded to four woredas of Oromia as well (Kurfachelle, Girawa, Chiro, and Gemechis), for a
total of 41 woredas covered.

The Livelihoods for Resilience Activity is implemented by a consortium of organizations led by CARE, which plays an overall leadership role and implements field activities in Sidama (now its own region), Gedeo Zone of SNNPR, and three woredas of Southern Tigray. ORDA Ethiopia implements activities in Amhara, the Relief Society of Tigray (REST) implements in Tigray, and Agri Service Ethiopia (ASE) implements in the Hadiya Zone of SNNPR. SNV provides technical support for value chain development, private sector engagement, and agricultural input supply.

The Livelihoods for Resilience Activity collected data on intermediate result indicators for four rounds (2017, 2019, 2020/2021 and 2022) to measure the annual performance of the intervention through repeated annual beneficiary-based surveys. Currently, Livelihoods for Resilience Activity is seeking a consultant/firm to conduct the final intermediate result assessment that will serve as endline to gauge the outcome of interventions against the baseline collection result (2017) and to conduct analysis of trands over time using the previous rounds of intermediate results assessments.
