STOP Project

1. About CARE Ethiopia

Founded in 1945, CARE is a leading international humanitarian organization fighting global poverty. CARE started working in Ethiopia in 1984 in response to severe drought and famine.

The main focus of our work is addressing the root causes of poverty and vulnerability through nexus and development programming as well as a humanitarian response. This includes programming for improved governance; water and sanitation; food security; women's economic justice; sexual and reproductive health and rights; and nutrition; and household and community level resilience.Our programs are implemented across both rural and urban areas. CARE Ethiopia works in multiple sectors including the following priorities: Food Security; Livelihoods & Resilience; Nutrition; Water, Sanitation & Hygiene; Humaniarian Response; Sexual & Reproductive Health & Rights; Women's Economic Justice; Dignified Work. CARE's operation spans the majority ofthe country: Afar, Amhara, Oromia, SNNP, Sidama, Somali, Tigray, Addis Ababa, and Dire Dawa

1.2 The project aims to achieve the following objectives.

To develop a strong workplace anti-sexual harassment, exploitation, and abuse policy that define expected workplace behavior, reporting, and complaint mechanisms, and sanctions and punishments for incidents. To build the capacity of targeted factory management on workers' needs and rights, increase positive attitude and behavior, communicate the benefits of investment in workers' welfare, and ensure they are responsive and accountable for creating a women-friendly work environment.

2. Purpose of the TOR

This ToR is prepared to find a consultant to develop/adopt/strengthen workplace policy on workplace sexual harassment, exploitation, and abuse institutionalized with buy-in from key stakeholders and for key activities listed under the scope of work. CARE would like to hire a qualified consultant with relevant experience to deliver the activities stated in this ToR.

Submission Date

The Deadline to submit the proposal is 28 December 2022,@ 4:00pm (10:00 Local Time). All applications clearly marked as "STOP project, Designing Workplace Anti-Sexual Harassment, Exploitation and Abuse Prevention Toolkit for Four Factories in Hawassa." and submit both technical and financial proposals in a separate sealed envelope as per the Term of Reference (ToR) in-person to CARE Ethiopia, Procurement Unit, Addis Ababa, around 22 Mazoria, behind Lex Plaza building, next to Ha'Geez Cultural Restaurant.
