3-Essential Requirements (Eligibility Documents)
- The invitation for bid is open to all interested bidders that fulfill the following requirements:
- Company profile, that demonstrates the capacity and experience of the supplier
- Renewed Business License
- VAT certificate
- TIN certificate
- Reference letter, at least three for the recent supply of similar items or the service as well.
If any bidder couldn't fulfill the above and other mandatory technical parameters/requirements,
automatically will be rejected.
4- Bidding Process
- Technical Bid and Financial Bid should be submitted in two separate envelopes subscribed "Technical Proposal" and "Financial Proposal" respectively. The envelopes shall then be sealed in an outer envelope.
- The Technical Bid will be open first. The financial bid will be opened only when in the case of
those bidders fulfill all the required technical parameters laid out by CARE. - CARE will check the bids to determine whether they are complete, whether the documents are properly signed, and whether the bids are generally in good order.
- Before the detailed evaluation, CARE will determine whether each bid is acceptable and qualitatively and substantially responsive to the bid document. This shall also include an evaluation of the technical specifications provided.
- If the bid is not substantially responsive, it will be rejected automatically.
