Terms of Reference (ToR) for Catalyzing Strengthened policy action for Healthy Diets and resiliencE (CASCADE) Project formative assessment

1. Background

Founded in 1945, CARE(Cooperative for Assistance and Relief Everywhere) is a leading international humanitarian organization fighting global poverty. CARE started working in Ethiopia in 1984 in response to severe drought and famine. The main focus of our work is addressing the root causes of poverty and vulnerability through nexus and development programming as well as a humanitarian response. This includes programming for improved governance; water and sanitation; food security; women's economic justice; sexual and reproductive health and rights; nutrition; and household and community-level resilience.

CARE Ethiopia strives for all its programs to be gender transformative whenever possible. To help conceptualize this notion, CARE Ethiopia envisions gender equality for a world where all girls and boys are safe from harm, where they and valued, and where they have equitable access to quality food and time to devote to education, work, rest, and play. For the CASCADE project, addressing gender in nutrition is critical as addressing gender inequalities can result in larger improvements in malnutrition than if gender inequalities are not tackled. Without addressing the core issue of gender (e.g., decision-making, access to resources, and power), we may not make as much progress as is needed to improve nutrition. Addressing gender can help put an end to intergenerational malnutrition. Hence, as part of formative assessment, it is essential to integrate a gender lens in the work. To this end, the CASCADE project is looking for an external consultant or consultancy firm to carry out a Participatory Gender Audit and Rapid Gender Analysis.

Overview of the project

CARE Ethiopia in collaboration with the Government of Ethiopia, in partnership with Global Alliance for Improved Nutrition (GAIN), and with funding from the Netherlands Ministry of Foreign Affairs, is implementing a project entitled CASCADE, short for CAtalyzing Strengthened policy action for healthy Diets and resilience. CARE is implementing CASCADE project in Ethiopia as one of six CASCADE implementation countries in Africa.

As parts of the formative assessments, Gender Audits and Gender Analyses will be conducted in each country to assess the condition before the project implementation to set targets and to be able to assess the project progress and contribution to outcome-level results

CARE, GAIN, and key project signatory sectors are equal partners in CASCADE. All will share the responsibility to implement the project and be accountable for the result. While key government sector partners are the ultimate owners of the project.


Applicants should submit their technical proposal and financial proposal separately in a sealed envelope.

The technical and financial proposals constitute 80% and 20% of the total evaluation score, respectively.

The three firms/consultants with passing and highest technical points (>=70 out of 100) will have their financial proposals evaluated, and the bidder with the highest total of technical and financial scores (with their respective weights) will be selected. CARE Ethiopia has the right to contact short-listed and potential candidates to present their proposals to the team and negotiate on terms and conditions if required.

The deadline to submit the proposal is 25 November 2022. All applications clearly marked as "Catalyzing Strengthened policy action for Healthy Diets and resiliencE (CASCADE) project Gender audit and Gender analysis Consultancy" should be submitted in person to CARE Ethiopia, Procurement Unit, Addis Ababa, around 22 Mazoria, behind Lex Plaza building, next to Ha'Geez Cultural Restaurant.
