REQUEST FOR PROPOSALS (RFP) OVERVIEW

Awards: It is anticipated that there will be one award. Issuance of this Request for Proposals does not constitute an award commitment on the part of Cuso International nor does it commit Cuso International to pay for costs incurred in the preparation and submission of a proposal.
2. TERMS OF REFERENCE
Background
Cuso International is an international development organization with the mandate of contributing to reducing poverty and social inequalities through the support of highly qualified volunteers, partnerships with Canadian, local and international organizations, as well as assistance from generous donors. Our vision is that of a world where everyone reaches out to their full potential, developing their skills and participating in bridging about a more just society. Partnering with the Institute of International Education (IIE), Cuso International is about to implement a project funded by the Government of Canada through Global Affairs Canada (GAC) in Benishangul-Gumuz Region (BGR), Ethiopia.
A.Background about the project: Cuso International
Cuso International is an international development organization that has been working for now nearly 60 years to reduce poverty and inequality around the world, through the efforts of our volunteers, partners, and generous donors. We develop programs that tackle poverty and inequality so all people can thrive. Our efforts are focused on building inclusive societies for women and girls, improving economic opportunities, increasing access to education, and enhancing maternal and girls’ health. By connecting global communities in need with the skills required to create lasting change, our impact continues to grow long after a project’s end.
Whereas U-GIRLS 2 Project is a five-year project aimed at girls aged 15 to 25 in the Benishangul-Gumuz Region, as well as their families and communities, to address existing gender barriers that impede girls' ability to stay in school.
Through which the adolescent girls will receive academic resources, training and tutorials, and a financial stipend to allow them to focus on schoolwork. Supports will also be provided to teachers and schools in providing gender-sensitive education system and schools. Correspondingly the U-GIRLS 2 project will help to address some of the disparities existing in girls' access to education. That, in turn, will contribute to better participation of women in leadership and politics in the region.
B.Scope of Work
As a result Cuso international wishes to produce a Radio spot with a max of 45 sec which must have radio production quality. The short Dialogue/drama shall deliver correct messages and generate a shift in mindset on girls’ education and alleviating barriers of girls’ education.
To support the promotion of girl’s education and women empowerment, Cuso International wishes to conduct on the issue of importance of girls’ education and raise awareness of people on the major barriers of girls` education. The Radio spot messages could be delivered through FM and local AM radio channels cover Benishangul gumuz, with special target to reach young people along with public.
Mobile van campaign has been massively popularized, when done with catchy and attractive messages mostly around bus stations and market area. All these audiences’ group is our focus & target audience for this venture. We strongly believe that they would be the originator to trickle down the effect of this motivating campaign. Supposedly this will bring positive behavioral change among the mass.

The following outline is designed to assist the concerned media agencies / consultants to come up with proposals for dissemination of such radio as well as mobile van campaign message

Production time for all clips will be a maximum of five working days after signing the contract.
However, expression interest to this TOR shall be made within 10 working days of the date of advertisement

G. Evaluation Criteria for Consultants
The evaluation criteria of potential consultants will be made on a technical and financial basis. The technical assessment will account for 70% of the assessment and the remaining 30% will go to the financial and legal compliance of the potential applicants. Nonetheless, only consulting firms / a group of consultants who score 50% and above on the technical assessment will be considered for financial evaluation and to complete the selection processes.

Tenders must be submitted in four (4) sealed envelopes, bearing the bidder’s official seal, and clearly marked TECHNICAL and FINANCIAL “Original” and “Copy”, and must include the bidders’ name, and contact address, as well as the Tender title and Tender reference number.
Tenders must be submitted in the bid box prepared for this purpose at Cuso International, Ethiopia Country Office on November 26, 2021, before 10:00 A.M
Cuso International Ethiopian CO Committee will open tender responses on the same day at 10:30 A.M. at its own discretion.
Cuso International reserves the right to accept or reject this bid, in partial, or in its entirety.
